Speaking on House of Representatives, the representative said the province currently operates with one bed for every 2,983 people — nearly a 3,000-to-1 ratio — and cited a 2020 Philippine Health Facility Development Plan projecting a shortage of 1,761 level 1 hospitals and 752 level 2 hospitals nationally.

A House representative from Sarangani presented testimony to the Senate committee on HB 8471, which seeks to establish the Samuangasibugay Medical Center, a level 3 general hospital in Ipil. The representative cited acute capacity constraints in the existing healthcare system: the province has only one bed for every 2,983 persons, according to remarks made during the joint Senate committee hearing on health and demography, broadcast on House of Representatives.

A representative from Romblon told the Senate committee hearing that the provincial hospital site occupies around 1.5 hectares and has space for expansion despite being currently occupied by multiple buildings. The statement came as the Senate Committee on Health and Demography, sitting jointly with committees on civil service, finance and other portfolios, heard testimony on bills to renationalize provincial hospitals under a Department of Health zero-balance billing policy.

A provincial official from Romblon presented renationalization of the Romblon Provincial Hospital as a way to align with the administration's zero-balance billing policy for DOH hospitals and to improve referral networks for patients needing secondary or tertiary care.

The official told the Senate committee that moving the hospital under DOH administration would allow the province to maximize resources for indigent patients and create more efficient referrals to Metro Manila and Batangas facilities, most of which are DOH-run. Romblon currently has no DOH-administered hospital, testimony on the Senate of the Philippines showed.

The case was presented during a joint committee hearing on provincial hospital bills, alongside arguments for similar measures in Bukidnon.

The Department of Health has assessed both proposed sites for the Bukidnon hospital and found them strategically positioned to serve the northern and southern regions of the province, a senior DOH official told a joint Senate committee hearing on Wednesday.

Dr. Maria Bituin, a DOH representative speaking to the Committee on Health and Demography, said the proposed facilities would be complementary rather than competitive and situated to work alongside existing level-one and level-two municipal hospitals in the area.

The DOH recommends developing the facility as a Level 3 hospital with specialty centers in infectious disease, tropical medicine, toxicology and trauma care, but stopped short of limiting specialties to those four. "The recommendation is that we not limit it to those three, because it will depend on the needs of the province," Bituin said, adding that specialty designations are typically made by the Department of Health over time.

The proposed Bukidnon Provincial Hospital would be equipped to treat tropical diseases, handle acute trauma and provide toxicology services—filling gaps that DOH said currently exist only at the Northern Mindanao Medical Center, which is 130 to 150 kilometres away.

"If we are able to develop the BPH as a Level 3 facility, it can accommodate specialty centers," Dr. Maria Bituin told the Senate committee. She stressed that the specialties—infectious disease, tropical medicine, toxicology and trauma care—were designed to address the health hazards farmers face but are not limited to those four services alone.

The Department of Health told the Senate committee that the two proposed hospital facilities under the renationalization bills would be positioned to complement existing LGU-owned hospitals and serve complementary coverage areas across the province.

Dr. Maria Bituin, a DOH official, said both sites were chosen for access and that the design would work with two existing local government health facilities—one Level 1 and one Level 2—already in the province. "Both will serve access," she told the committee, adding that the placement in the middle of the province would be "maganda po," or advantageous.

Speaking to the Senate committee, Bituin said the Bukidnon Provincial Hospital would be developed as a Level 3 facility with specialty centers in infectious disease, tropical medicine, toxicology and trauma care—matching the bill's research and occupational health focus. She said the recommendation was not to limit the hospital to those three specialties alone.

A Bukidnon representative told the Senate committee that the province is currently servicing 1,126 people per bed — a ratio she highlighted as evidence of acute capacity strain. Speaking on House of Representatives, she said the calculation, though 'very simple math', underscored the urgency of establishing a national government hospital in the province.
